TOPIC: „Urban Peacekeepers“

Dismounted military and police forces find themselves operating in a common environment in the challenge to provide public security and peacekeeping. This can range from International Coalition conflict operations, such as in Afghanistan, to maintaining law and order on streets at home. Equipment can be common to both these forces, and the benefit of research and development can be equally shared between Defence and Interior Ministries. Although training, management, funding and political control can vary enormously, huge financial and administrative savings can be made through sharing technologies and ideas between Military and Police.

The Conference will build upon the initial conference on this subject held in October 2008, Particular issues which emerged from the 2008 Urban Peacekeepers Conference included the need for power sources, non lethal weapons, agreed risk levels, and standardisation – the conference also recognised that the Soldier/Policeman is not a Christmas tree to be loaded up on a branch by branch basis, but requires full coordination It is planned to address these subjects in 2010.

The papers in 2010 will concentrate on shared new technologies and operational concepts which have developed from practical experience in this specific area. In addition, the conference is being designed to provide a world class international information exchange, covering body protection, mission effectiveness, policing terrorism, load carriage, information display and CBRN personal protection. Technology leaders in the commercial scene, and Government research and operational experts will have the opportunity to present these subjects to an international audience, aiming at Military, Police, Government research and Industry officials.

The purpose of this conference is to highlight similarities and shared environments which military and police often unknowingly share, looking to ways where cooperation and coordination could save national resources and costs. We seek papers and presentations for the conference covering both capabilities and research. In the first instance requests to give papers and presentations should be submitted to the Organiser with the name of speaker, subject and a short synopsis (250 words) of the subject.

Conference Chairman: (CV):

Captain Stephen Taylor, FNI, Royal Navy

Stephen Taylor was born in Sheffield in 1942, attended Birkdale Preparatory School, and then the Nautical College, Pangbourne, where he won a Royal Naval Scholarship. He went to the Royal Naval College, Dartmouth in 1960, winning The Queen`s Sword of Honour in l962. He was ADC to the Commander-in Chief Middle East 1966/67, before attending the Long Gunnery Course at Whale Island 1968/69. Two commands of minesweepers in the Fishery Protection Squadron were followed by the Army Staff Course at Shrivenham in 1973/74. With a full career mainly at sea as a Seaman and Warfare (Gunnery) Specialist, further commands included, three Destroyers, the 5th Destroyer Squadron and the Royal Naval Maritime Tactical School. He was awarded the Commander-in-Chief’s Commendation for his rôle during the Falklands Campaign. His final appointment in the Royal Navy was Commodore Naval Ship Acceptance until late 1994.

After leaving the service, he specialised in maritime safety work, and provided consultancy advice and support, to a number of small companies in the maritime safety and defence sectors, as well as being a consultant to the Marine Directorate of the EU Commission. He joined the Defence Manufacturers Association (DMA) in 1999 to develop the Association’s involvement in maritime business and also in military clothing. He became the Marketing Director later that year, and founded and was Director of UK EEZ Industry Group. He organised three International Soldier Systems Conferences and Exhbitions during his time at the DMA. He retired from the DMA in early 2007. He is currently the Naval Advisor to Clarion Defence and Security (DSEi), Military Advisor to Mercator Media, Marine Operations Advisor to Reed Exhibitions , and Conference Organiser of the Future Soldier exhibition.

In 1998 he was invited to become a Member of the Nautical Institute Technical Committee, 1999 he was elected a Fellow of the Nautical Institute and also was President of the Anchorite Society. In 2001 he became Chairman of the Lloyds Naval Ship Rules Committee for IMO Regulations. In 2004 he joined The Honourable Company of Master Mariners as Liveryman and Court Member. He became a founding Trustee of the Wellington Trust in 2005 and was appointed Chairman of the Trust in March 2008. He is also Vice Chairman of the London SHIP`s museum group.

Mr. Robert Horn

Robert Horn has been organising international military conferences since 1997. He started working for the MoD at the Defence Clothing and Textiles Agency, organising a number of small and large events. As well as the International Soldier Systems Conference (ISSC) series in 1997, 1999, 2001 and 2004 he has also played a leading role in the Personal Armour Systems Symposium (PASS) series in 1998, 2000, 2002 and 2006. Since leaving the MoD he has continued in event management as a consultant, working closely with the Defence Manufacturers Association and the MoD on various conferences, exhibitions and forums.
